Product Evaluation in Even Start | Back to Program Evaluation

 Congress established the need for performance evaluation in the Even Start legislation. Product evaluation focuses on the articulated outcomes of a project and how effective the activities of the project were in achieving the aims of the project and to what extent the project’s performance measures were achieved. Information from a product evaluation can be used to identify strengths and weaknesses of the program and contribute to the development of ways to improve the program. Because product evaluation serves accountability purposes, product evaluation in Even Start includes information on the attainment of performance measures and targets.

The Even Start product evaluation uses performance data from both children and parents to determine the extent of the project’s success in achieving each of the Even Start performance measures. Specifically, the product evaluation determines if the Even Start project makes a difference in parent literacy, children’s school readiness, and overall family literacy through the provision of an integrated family literacy project.

The Texas Education Agency has approved performance measures and standards for the adult education and early childhood education components of Even Start.
