What Makes Even Start Program Evaluation Unique?
Congress established the need for performance evaluation in the Even Start legislation. In doing so, Congress specifically directed that Even Start evaluation be “independent” and that it is to be used for program improvement.
Congress has established 15 program elements for Even Start. These elements provide the organizing structure for evaluation activities and reports including the Texas LEARNS Even Start Evaluation Format.
