Qualifications of Even Start Independent Evaluators
The U. S. Department of Education contracted with RMC Research Corporation to produce the following document:

Guide to Local Evaluations of Even Start Family Literacy Programs

Although still a draft, the Guide is a useful and practical took for Even Start personnel and their independent evaluators. The guide makes the following recommendations in regard to selection of an independent Even Start evaluator. These recommendations are based upon the Standards and Guidelines adopted by the American Evaluation Association.

Even Start projects who are seeking an independent evaluator may wish to use these recommendations as their criteria for selection:

Desired Qualification # 1:
Evaluators possess evaluation and measurement expertise.  

Desired Qualification # 2:
Evaluators are knowledgeable about family literacy programs and practices.

Desired Qualification # 3:
Evaluators work in partnership with staff and other stakeholder.

Desired Qualification # 4:
Evaluators possess good communication and listening skills.

Desired Qualification # 5:
Evaluators demonstrate sensitivity and respect for people.

Desired Qualification # 6:
Evaluators demonstrate professional integrity and honesty.
