Birth Through Two Professional Development Initiative The Birth Through Two Professional Development Initiative is the major project of the Texas Family Literacy Resource Center for 2005-2006. Development of the Initiative was a direct result of the Texas Family Literacy Needs Assessment conducted by the Center during fall and winter of 2004 and acknowledges the clear research finding that the years from birth through three are a crucial time for development and success over the lifespan.
